Site Assessment – Report
Eight sites were submitted under the Call for Sites. The Parish Council appointed AECOM, and independent body to undertake a desk top review of the submitted sites in the context of Herefordshire Council’s planning policies, followed by a site visit on 16th September 2022. This was to confirm location and landscape aspects not possible by desktop review.
AECOM’s draft report was approved by the Parish Council at its meeting on 3rd November, 2022.
New evidence prior to examination
Please note that there is no formal process for landowners to appeal against the conclusions of the report, since it is not a statutory document, but if they provide additional information which demonstrates how identified constraints can or have been addressed, or any evidence which contradicts the review findings, then this can be used as part of the site selection process to justify the inclusion of sites.
It’s always possible that new information will come to light after the final report has been issued – in this case, any additional evidence may be presented alongside the report when the plan is submitted for examination to support any allocations.
This could be in the form of a supplementary note explaining how the new information changes the conclusions in the site assessment report.
If a significant level of new information is received which the PC feels would warrant a more comprehensive review of the original report, it is possible to request a new site assessment support package which would allow AECOM to look again and produce an updated report.

Design Code
A further visit was undertaken on 3rd November 2022 by AECOM’s Design Code specialists to visit the site locations, and other parts of the area covered by the NDP, to look at the landscape, local views, and building types and styles amongst other things.
Their findings will feed into the NDP Design Code which will also be published on the website.
